And now work is set to forge ahead on the premises which have been acquired by Chepstow Action for Youth in Hanbury House, opposite Kwiksave.
"We urgently need volunteers, especially workmen such as plasterers and plumbers, to help us get the place ready as quickly as possible," said one of the organisers, Mark Henson.
"There's lots of work to do. Whitbread have been very helpful with arranging the accommodation, while other local organisations and the police have said they will give the project full support.
"In the end we hope to have an alcohol-free bar and we will hopefully be getting a large number of second-hand computers presented by the council so that we can set up a cyber-cafe."
He said the young people had long needed a place to meet and the new facilities would benefit the community as a whole. Youngsters could drop in for a chat or a game of darts and pool, use the computers and even do their homework in a quiet space.
Monmouthshire Council would be supplying help and some assistance from its youth workers but the hope was that the young people would run the centre for themselves.
"We would like to see them running the bar and may be able to arrange some health and hygiene courses, which would actually give them some valuable work experience as well," said Mark.
Anyone who would like to help with the project or would like information about the youth facilities can call Mr Henson on 01291 624220.
