The 'Big Society' is supposed to give more control to local communities. If there was a popular desire to be more involved locally there would be a greater turn out at local elections.
There is a great mistrust and lack of confidence in local governance. Whatever form it takes.
The 'Big Society' is merely a political device to shift control and funding away from central government. The burden will fall from the many to a few.
