THE answer Helen Clarr requires is not easy to find! However, a read of the Highway Code Rule 286 will refer her to Section 170 Road Traffic Act 1988 (Duty of driver to stop, report accident and give information or documents) where she will find the answer.
On a more serious note, as a member of the Institute of Advanced Motorists, I am amazed but not surprised to see more and more drivers, either through ignorance or laziness, failing to obey some the basic 'do's and don'ts' on the highway: parking on bends, double yellow lines, opposite junctions, pavements etc.
Perhaps it is time the Government spent less time on floating ideas such as banning smoking in vehicles and concentrated on severely increasing the penalties for other offences that are more likely to affect road safety such as using a mobile phone while driving and excessive speed.
