THERE is a Bill going through Parliament to be discussed in February. Clause 118 allows the Secretary of State to order hospital closures without public consultation.

This clause was inserted in the Bill because the Secretary of State tried to close a hospital without public consultation as he should do under present law.

He was challenged in the courts and the hospital is still open.
