This strongly implies that the amount of council tax which goes towards financing car parks will be deducted from future council tax bills if the proposed measures are adopted.

Will Cllr Robinson confirm this?

If not, it means that the amount paid by all council tax payers will still be paid by those who do not use the parks and those who do use the parks will pay twice.
