WHAT happens when people don't, or won't, want to pay garden bin fees?

Fires will be burning day and night, asthma sufferers will be choked up, washing on lines smoke dried, indoors will stink of smoke and windows will have to be closed.

It's happening now where I live, so I suggest the council put a ban on fire lighting until after dark or there will be complaints to the council and neighbours falling out.
