FURTHER to your "A never ending nuisance" (Review Opinion). Nothing is ever published about horses fouling pavements. Riders approaching Littledean from the Gloucester direction regularly ride their horses on the pavement, and there is regular fouling. The pavements are for pedestrians, not horses.
Also, may I mention the old problem of cyclists entering the Forest of Dean. A very large number of these carry their cycles on the rear of the car, obstructing the lights and number plates.
It is understood this carries a fine of up to £1,000, yet again I have not read or heard of anyone being prosecuted.
