A silver Vauxhall Corsa which was heading from Longhope towards Huntley collided with the War Memorial in Longhope at around 9.15pm on Friday May 31.
Leanne, who was a passenger in the car, died in the collision.
Police have confirmed that a 19-year-old man from Broadwell who was driving the Corsa, and who suffered multiple injuries in the collision, has now been discharged from Frenchay Hospital in Bristol, and was interviewed last week under caution about the incident.
An 18-year-old man from Drybrook, who was arrested on suspicion of causing death by dangerous driving in connection with the collision, is currently on bail. He is due to attend Gloucester police station on September 17.
Officers have said that while they have spoken to a number of witnesses, they are still eager to hear from anyone else who was driving along the A4137 from Brierley to Longhope before the time of the collision, and who may have seen the Corsa.
Anyone with information about the incident, or who may have seen the Corsa on that evening, is asked to contact Gloucestershire police on 101, quoting incident number 531 of May 31.
