TINTERN community council is hoping that Monmouthshire county council will stump up for a new dog waste bin.
But one county councillor thought they should find the £179 for the bin from its own budget.
The community council applied for a grant from the county's Lower Wye area committee.
But County Councillor Graham Down, who represents the Shirenewton ward, said: "They should find the money from their own taxpayers."
County councillors agreed to defer consideration of the application to its next meeting on October 31.
