Although the sentiment and intention is well meant, the words of Mr Holder of the Commoners Association are purely placatory, as the person whose sheep are the most likely candidate in this and other instance, does not belong to the Commoners Association, and considers himself outside and above the rules of any authority.

This is evident by the number of sheep freely roaming the streets and roads of Bream.
