WHY not construct a flyover bypass past Tesco over Chepstow Railway (at the height of the railway bridge) and build a new road on trestles alongside the disused quarry and towards Warren Slade Wood? Then on embankments follow the landward side of the railway under the Severn Crossing and up to the Newhouse Industrial Estate.
